Published ranges, not a bought database
The large cloud operators publish their address ranges as machine-readable files and update them continuously. Reading those is more accurate than a commercial geolocation database and costs nothing, because it is the operator saying which addresses are theirs rather than a third party inferring it. The trade-off is coverage: it knows the networks that publish, and nothing about the ones that do not.
Unattributed means unknown, not innocent
When no published range covers an address, the honest answer is that we do not know who runs it. Most tools in this category will still return something — a country, a guess at an operator, a risk score — and that invented confidence is what makes people distrust IP data generally. An address here that comes back unattributed is telling you the truth about the evidence.

Why does a well-known address come back unattributed?
Because its operator does not publish machine-readable ranges. That is a fact about the evidence available, not about the address, and it is why this reports null rather than a guess.
Can I use this to find someone location?
No. It identifies the network, not a place or a person. An address in a datacentre range tells you traffic came from a datacentre, which is useful; it tells you nothing about where anybody is sitting.
