One calling code, many countries
Code 1 covers the United States, Canada and twenty-odd Caribbean territories; code 7 covers Russia and Kazakhstan; code 44 covers the United Kingdom plus several Crown dependencies with their own regulators. Software that maps the calling code to a country gets all of those wrong, which matters for tax, for consent rules, and for which regulator you are subject to when you send a message.
Geography stops meaning much once a number moves
An area code originally identified a place. Mobile numbers never did, portability broke the link for landlines, and virtual numbers finish the job — somebody with a London number can be anywhere on earth. Treat the region as where the number was allocated, which is a fact, rather than where the person is, which it stopped being years ago.

No, and nothing can from the number alone. It tells you where the number was allocated. Portability, mobile numbers and virtual numbers all break the connection to a physical place.
Why does it need the country code?
Because the same digits are a valid number in several countries and mean different things in each. Without the code there is no way to know which plan to read, and guessing produces confident nonsense.
