The fraud this exists to stop
If your product calls or texts numbers users supply, somebody will supply a premium-rate number they own and let your system pay them. It is called international revenue share fraud, it is industrialised, and the losses are real: the traffic looks legitimate to your carrier, and the bill arrives a month later. Screening supplied numbers against premium and shared-cost ranges before dialling is the cheapest control available, and it happens before any paid lookup.
Shared cost is the subtler one
Shared-cost numbers split the charge between caller and owner. They are less lucrative to abuse and less obviously wrong to a reviewer, which is exactly why they turn up in the same schemes. Whatever policy you apply to premium rate, decide deliberately whether it covers shared cost too rather than discovering the gap from an invoice.

Should I block premium-rate numbers at signup?
If your system ever dials or texts the number, yes. There is no legitimate reason for a customer to give you a premium-rate number as their contact, and the downside of allowing one is unbounded.
Does this cover every country?
It covers what each national plan publishes, which is most of them but not uniformly. A number reported as ordinary in a plan with poor published detail is not proof it is ordinary.
