Texting a toll-free number is its own regime
In North America, toll-free numbers can send and receive SMS, but only once the number is registered for messaging — and unregistered toll-free traffic is now blocked outright rather than merely filtered. Businesses that used a toll-free number for voice for years and then added texting discover this as a total delivery failure with no bounce message worth reading. Who pays, and why it invites abuse
The owner is billed for calls received. That is fine until somebody automates calls to the number, at which point the cost lands on the victim rather than the caller. It is the same asymmetry behind premium-rate fraud, running in the opposite direction, and it is why toll-free numbers on public forms attract attention that ordinary numbers do not.
